Only a few hours after the Unified and Collective Federation of Prefectures's re-emergence in interstellar politics, White House Press Secretary Josh Brady, speaking from Washington, presented the details of a new treaty between the USC and the UCFP that he claimed has been for months in the works.
The treaty, officially named 'The Treaty Between the United Systems Coalition and the Unified and Collective Federation of Prefectures Regarding the Protection of Their Mutual Interests', was first conceived several months ago and signed just before the UCFP's disappearance from international politics. It is only now that the nation has regained political relevance that the White House declassified the terms of the treaty, amongst them assurances of a 'unified response to all aggressive actions' against the two nations.

It should be no surprise that the treaty also establishes the framework for a mutual strategic defense policy, which surprisingly includes the stationing of Federal ISBM launchers on several overseas bases. In addition, elements of the United Systems Military have been sent on joint training exercises with the Federal Military: the announcement finally sheds light on the 'disappearance' of the 3rd Marine Division.

For centuries, the United Systems nuclear programme was one of the most feared research ventures in the known galaxy. Historic footage of the 'Alamo Prime' nuclear test, the detonation of the first gigaton yield nuclear weapon, has served as a reminder of the horrors that a nuclear war poses for the past hundred years.
Countless generations were born, lived and died with the threat of a Coalition-Zeleniyan war, constant war drills and a constant fear of extinction. It was only in the 25th century that measures were taken to prevent such an apocalyptic end to human history: several treaties were signed by the Coalition and the Socialist Republics in the 2400s, including a comprehensive ban on nuclear testing and the prohibition of nuclear weapons with yields over 200 megatons.

In the years before those treaties, however, the Coalition's top scientists came to the conclusion that even the most powerful computers could not accurately simulate the effect of a full scale planetary bombardment. The 'League Hotel' nuclear test, the last test of nuclear weapons since 2406, was coincidentally the largest and scariest of all. Lucius V, a lush forest world with a gravity and atmosphere similar to Earth's, was chosen for the project. Sensors and buildings simulating cities, bunkers and even people were deposited on the planet's surface, and local animal populations were cataloged and tracked.

And then, on December 31, 2405, the last day before the nuclear test ban was to take effect, Strategic Missile Command unleashed over a hundred ISBMs against the planet, some of them in the gigaton range. It was a true Armageddon. When the interference subsided, USAF studied the planet for decades. An expedition made to the surface last year revealed that all animal and the overwhelming majority of plant life has become extinct. Surface radiation levels remain deadly. From a beautiful planet with the potential of colonization, Lucius V became a blunt reminder of the power of nuclear weapons and the threat of an atomic holocaust.

From January 1st, 2406, nuclear tests were banned. It was only a few days ago that the Coalition withdrew from those treaties, and while no official statements have been made regarding nuclear testing, several seemingly unrelated events have rattled analysts throughout the galaxy. For one, General Atomics, the corporation that rose to infamy after pioneering the three-core nuclear weapon design that allowed yields to exceed one gigaton, yesterday announced that it was reopening several of its plutonium mines on Europa. Westinghouse, on the other hand, unexpectedly suspended its Fusion Microcell project and reassigned all staff to an undisclosed program. For the first time in half a century, the United Systems may be preparing to develop a new nuclear weapon.

With a weakened and increasingly desperate SRZ and an ambitious New Terra trying to increase their bargaining power, such a move would be no surprise. But it is the first time that the Coalition's defense projects have been covered in such secrecy: an Open Information Request on the budget of the new project was denied on grounds of national security, marking the first time a request for inforamation on the budget of the United Systems Military has been rejected. When asked, the Secretary of the Treasury declined to comment.
